The aim of the FC module is to support the decentralization process in Mali by (a) maintaining the financial flexibility of the local authorities to provide basic state services, (b) maintaining the functionality and strengthening of the nationwide transfer mechanism Fonds National dAppui aux Collectivités Territoriales (FNACT) and (c) supporting national control mechanisms and various actors in the FNACT system by involving them in control missions. The target group of the project is the entire population of Mali (approx. 15 million people). The FC measure includes an investment component (component I) to co-finance the FNACT, which is funded by other donors and the Malian state, for municipal investments in the 761 local authorities in Mali, as well as a component to supplement and strengthen Malian external control of the investments made by the local authorities via the FNACT with regard to targeted, procedurally compliant and conflict-sensitive use of funds (component II). The Programme dAppui aux Collectivités Territoriales (PACT) V is an open programme in which the total costs are determined by the available financial framework. In the absence of information on co-financing from other donors and the Malian state in the coming years, the total costs are estimated at EUR 25.495 million. The FC contribution amounts to a total of EUR 25 million. The FC measure is planned to run for 45 months (from the signing of the contract to the end of the consultant assignment). Further support requirements could be covered by an FC commitment of EUR 25 million (stock check).
