Local Development and Decentralization (PACT VI)

The aim of the FC module is to support the decentralization process in Mali by (a) maintaining the financial flexibility of the local authorities to provide basic state services, (b) maintaining the functionality and strengthening of the nationwide transfer mechanism Fonds National dAppui aux Collectivités Territoriales (FNACT) and (c) supporting national control mechanisms and various actors in the FNACT system by involving them in control missions. The target group of the project is the entire population of Mali (approx. 15 million people). The FC measure includes two components. Component I includes the financing of investments in the approximately 760 local authorities in Mali. The FNACT's Investment Grant (DIN) window is co-financed, namely - after PACT V subsidised the 2018 and 2019 drawing rights - PACT VI now subsidises the 2020 and 2021 drawing rights. These drawing rights are applied for and implemented by the local authorities in accordance with the ANICT procedural manual and supplementary guidelines. Component I also includes support for ANICT in implementing a reform plan. Component II builds on the Mission du Contrôle Externe des Investissements des Collectivités Territoriales au Mali (EU External Control), which was financed by the European Union until the beginning of 2015, and the expanded external control measures planned as part of PACT V Component II from 2019.
