Local Infrastructure in Rural Anbar (LIRA)

The objective of this training project is to strengthen the resilience of the population affected by displacement by rehabilitating basic municipal infrastructure, repairing housing and improving access to public services. The corresponding measures are being implemented in rural and peri-urban regions of Anbar Province. The most important aid measures focus on the repair and restoration of damaged housing (1,000 housing units), the repair of municipal infrastructure such as water/sewage systems and pumping stations (10), the renovation of municipal roads (3 km) and the installation of solar-powered street lighting (600). Solar-powered pumps are also being used for water pumps that need to be replaced. In addition, local administrative staff, members of the target communities, village elders and members of local NGOs are being taught important skills for the repair and maintenance of the technology provided (photovoltaic systems). In addition, the population of the target communities is being sensitized to relevant aspects of environmental protection and sustainability. The project is planned for 4 years (48 months), with the last year being the warranty phase of the repaired infrastructure. The total volume of this first phase is EUR 15 million. A VPT of EUR 50 million was also examined during the audit. Phases II and III will most likely include additional provinces.
