Description | Opportunity The London Health Sciences Centre (LHSC) operates two family medical centres and the London Regional Cancer Program and has three sites: South Street Hospital, University Hospital and Victoria Hospital. LHSC’s 9,000 physicians and staff provide care to more than one million patients every year. In 1997 LHSC and St. Joseph’s Health Care, London—a patient care, teaching and research centre— began working together to reorganize and align the delivery of acute care services in London as prescribed by Health Services Restructuring Commission directives. In order to reorganize health care services it was necessary to construct new facilities and renovate existing space. In 2006 Milestone 2, Phase 1(M2P1) of this restructuring began using a public-private partnership. Building on the success of M2P1 another public-private partnership was used for Milestone 2, Phase 2(M2P2) which began in 2008. Challenges M2P2 represented the largest hospital restructuring program in London’s history and included 23 internal hospital moves and five clinical program transfers between LHSC and St. Joseph’s. Innovations While the expansion and renovation of LHSC and St. Joseph’s Health Care, London were procured together, generating operational efficiencies and economies of scale, two separate Project Agreements were still signed. Results The project reached substantial completion on-time and on-budget. At LHSC’s Victoria Hospital approximately 465,000 square feet of shelled-in space in the North Tower was completed and approximately 100,000 square feet of existing space was renovated. The project created the space to accommodate an additional 90 beds. The development allowed LHSC to consolidate many women’s and children’s healthcare services in common, purpose-built spaces including brand new spaces for a birthing centre and neonatal intensive care unit, pediatric inpatient unit, pediatric outpatient clinics, and child and mental health care services. The new and renovated obstetric and newborn care space includes: 16 family-friendly private labour and birthing suites, featuring whirlpool tubs and patient entertainment systems with touch technology; Four state-of-the-art operative birthing rooms for women having Caesarian sections; Modern and tranquil postnatal mother baby care rooms; and A 42-bed capacity neonatal intensive care unit that will provide around-the-clock care for between 600 and 700 babies annually. In addition to the women’s and children’s floors the new and renovated space will accommodate: Adult surgical inpatient care; Specialized clinical laboratories; Adult mental health care; Ear, nose and throat clinic, endoscopy, medical day unit, I.V. therapy, and urgent neurological clinic; Diagnostic radiology and nuclear imaging services, A 350-seat auditorium with associated teaching facilities; and Administrative and support space. The realignment and restructuring of the two organizations resulted in an improved overall patient care environment and reduced the duplication of work. “Construction of a new 10-storey tower at Victoria Hospital would not have been possible without the government’s generous financial commitment to the project.
