Opportunity The London Health Sciences Centre (LHSC) operates two family medical centres and the London Regional Cancer Program and has three sites: South Street Hospital, University Hospital and Victoria Hospital. LHSC’s 9,000 physicians and staff provide care to more than one million patients every year. In 1997 LHSC and St. Joseph’s Health Care, London—a patient care, teaching and research centre— began working together to reorganize and align the delivery of acute care services in London as prescribed by Health Services Restructuring Commission directives. In order to reorganize health care services, it was necessary to construct new facilities and renovate existing space.  In 2006 Milestone 2, Phase 1(M2P1) of this restructuring began at St. Joseph's using a public-private partnership. Building on the success of M2P1 another public-private partnership was used for Milestone 2, Phase 2(M2P2) which began in 2008 at both LHSC and St. Joseph’s. Milestone 2, Phase 3 (M2P3), the third and final phase of restructuring, included work at LHSC’s University Hospital and Victoria Hospital. Innovations While M2P3 at LHSC and St. Joseph’s were procured together from the same consortium generating operational efficiencies and economies of scale, two separate Project Agreements were signed. Results The project involved renovation of 217,990 square feet of existing acute care facilities—58,265 square feet at University Hospital and 159,725 square feet at Victoria Hospital.  LHSC’s final restructuring milestone consolidated all patient care and teaching services at University Hospital including the Department of Medicine, Allied Health Services and the development of a Family Medicine/Palliative Care Inpatient Unit. Renovations at the Victoria Hospital created additional operating rooms to allow for the conversion of Pediatric Inpatient Units to Adult Inpatient Units and the relocation of the Medicine Clinics and Offices. LHSC is now better able to meet the needs of the growing population and provides enhanced access to essential health-care services. The hospitals remain publicly owned and controlled with the public sector retaining responsibility for the funding and provision of health care. After completion of the third and final phase of restructuring at LHSC it is one of the largest teaching hospitals in Ontario.  “The Ontario government’s continued investment in the future of healthcare in London is tremendous news and will allow us to take patient care to new levels.
