In December 2013, Consierra Tramo II, a partnership of the Spanish company Sacyr and the Peruvian company Málaga Hermanos, was awarded the contract to expand, rehabilitate and operate the 875-km highway connecting Ciudad de Dios - Cajamarca - Chiple, Cajamarca - Trujillo and Dv. Chilete - Empalme (regions of La Libertad and Cajamarca). The contract includes the construction of 90-km in new roads, the expansion of 460-km of highways. The bidding criteria was the lowest percentage of the investment to be funded by the government. Consierra Tramo II winning offer was 36% (or US$ 199.1 million). Seven other groups presented offers: Consorcio Del Pacífico Ica-Obrainsa, Consorcio Vial Sierra Norte, Consorcio Vial Longitudinal de la Sierra Norte, Grupo Isolux Corsán Concesiones, Consorcio Qhapaqnan, Consorcio Cobra Instalaciones y Servicios – Imesapi, and Concesionaria Vial Norte. The sponsors created the special purpose company Convial Sierra Norte to manage the project. The 25-year contract was signed in May 2014. The investment was estimated at US$ 552 million. In June 2015, the sponsors were granted a US$ 200 milion loan from the Spanish bank Santander.
