Lorry Road Pricing PPP scheme in Denmark

The Danish government is committed to introduce a Lorry Road Pricing scheme. The overall purpose of the tax is to ensure that lorries pay for their wear and tear on the Danish roads and their environmental impact to a greater extent than they do today.The scope, content and design for the procurement are not yet finalized. However, it is expected that a Public Private Partnership (PPP) contract will be concluded that comprises three elements:- A Universal Charging Service, representing a universal service obligation to provide an OBU and levy taxes to all relevant hauliers, irrespective of their commercial standing,- A Commercial (EETS) Charging Service that would encompass all the relevant duties and responsibilities that an EETS Provider would provide in Demark,- A Revenue Assurance Service encompassing: data capture infrastructure; tax calculation (i.e. a formal 'Tax Decision'); violator identification; and enforcement evidence support.
