Lower Kotmale Oya Hydro Power Pvt. Ltd. developed the 4.0MW run-of-river Lower Kotmale Oya small hydropower plant, at Kotmale, Nuwaraeliya District, Sri Lanka. Annual output was estimated at 10.9Gwh, at 31.2% plant factor. The project consisted of 3 Francis turbines, 2x 1.6MW and 1x 0.8MW. The first hydrology study was completed May 2010. The EIA was completed January 2011 and approved in March 2011. Grid interconnection approval was received in April 2011 and the energy permit in May 2011. The Board of Investment of Sri Lanka agreed in June 2011 and the Standard PPA was signed in July 2011. Project implementation decision was made June 2012, civil contract was signed June 2012. Equipment supply contract was expected to be signed December 2012. Project life was estimated at 25 years. Electricity tariff was estimated at LKR 14.25/kWh (US$0.11/kWh). Commissioning was expected for August 2013. Total project cost was estimated at LKR 817.6 million (US$6.4 million). Project IRR was estimated at 10.86% without CDM.
