LTL Holdings, via its subsidiary Nividhu, was developing the 2.2MW Belihul Oya mini hydropower plant. The project consists of two turbines, supplied from Germany. Lakdhanavi Limited was a fully owned subsidiary of Lanka Transformer Limited (LTL). LTL was owned by Ceylon Electricity Board (majority shareholder), ABB Group (27%) of Switzerland (Asea Brown Boveri (ABB)) and an Employees Trust (see project 3814). The project capacity factor is 47%, generating 10.4GWh annually. SN Power, from Norway held 30% in the project. LTL held 48%. Lanka Ventures (venture capital firm) held 16%, and Employees Trust held 4%. Construction started in March 2001. The project commissioned in April 2002. The project holds a 15 year PPA with the Ceylon Electricity Board. The operator of the project was Lakdhanavi Ltd. Total cost was US$1.87 million. Financial closure date was unknown, but ESTIMATED here was July 2001 (25% completion rule). The project applied for UNFCCC CDM financing together with the Assupiniella plant (project 7002). Financing was provided by a consortium of Sri Lankan banks (non-recourse). Private ownership level is SN Power (30%), plus 27% of LTL which owns 48% of the project.
