Luanda Water PPP in Angola

The project involves supporting the development of a Public-Private Partnership (PPP) for water services in the Luanda metropolitan area of Angola. The assignment focuses on preparing an Environmental and Social (E&S) Scoping Study for the proposed PPP, following a diagnostic assessment of the state-owned water utility, EPAL, which identified a priority service area for private sector participation. The selected consultant will assess potential environmental and social risks and impacts, establish the applicable regulatory and institutional framework, identify key stakeholders, and recommend the scope of further E&S studies required to support the PPP transaction. The work will be carried out in accordance with the IFC Performance Standards and international best practices to facilitate the competitive tendering and implementation of the Luanda Water PPP.
