Information Ministry of Petroleum and Natural Gas has come up with Lube Modernization & Bottom Upgradation Project with a ticket size of 4679 INR Crores. This project in Refining sub-sector involves production of Group II+ and Group III Lube Oil Base Stock through the IHCD unit and increase Bitumen production by upgrading Fuel Oil into Bitumen using the SDA unit. The current status of the project is Notice to Proceed and is being developed through the EPC route. Economic/Social Impact of the Project HPCL Mumbai Refinery plans to expand its LOBS -Lube Oil Base Stock production capacity by adding IHCD- Integrated Hydrocracker with Catalytic De-waxing section unit with a capacity of 550 KTPA and replacing the catalyst in the existing LOUP unit. Additionally, a new SDA- Solvent Deasphalting unit, with a capacity of 850 KTPA, will be installed to upgrade low-value Vacuum Residue into DAO-FCC feed and Pitch with flux to make Bitumen. The project's goals are to produce Group II+ and Group III Lube Oil Base Stock products through the IHCD unit and to increase Bitumen production by upgrading Fuel Oil into Bitumen using the SDA unit. Supporting facilities, including an Amine Regeneration Unit , Sour Water Stripper Unit, Bearing Cooling Water System, Compressed Air System, Storage- Bullets and Tanks, will also be added to support the operation and production of LOBS and Bitumen. Furthermore, a Refinery-off gas PSA unit, with 10 TPH capacity, will be incorporated to recover hydrogen from refinery off-gas. The benefits of this project include an increase in the production of high-value LOBS products, enhanced refinery efficiency, improved feedstock flexibility, and reduced operational costs. The project will also decrease the production of heavy residuals and improve the refinery?s overall environmental footprint by boosting the yield of cleaner products. Moreover, the use of advanced processing technology will lead to lower emissions and improved resource utilization.
