Description | The Village of Lumby has been prone to severe flooding throughout the Village boundaries for decades, as it is situated at the confluence of three creek systems. This project includes developing nearly 1 km of physical flood protection for the community at critical areas where businesses and private properties have been regularly affected in past flooding, as well as floodplain restoration. The specific flood protection works (setback dike, flood wall, and retreat/restoration of one property) included in this project were recommended as high-priority for implementation through floodplain mapping (2018) and a Flood Mitigation Plan (2019). The project includes site assessments, updated hydrological analysis and hydraulic analysis, environmental and archaeological works, permitting, detailed design, tendering, and construction of flood protection works. The design level of protection is the 200-year return period hydrological event, with future climate change adaptation. The proposed project has two components. 1) The first component is a 460 m long setback dike on the right bank of Duteau Creek upstream of Shuswap Avenue: The setback dike is an earth embankment that will have a 4 m wide crest. The crest of the dike will be used for operation and maintenance access, but also as a multi-use pathway for the community to use. The dike will tie into Shuswap Avenue and the Village has a future flood mitigation project planned for a bridge replacement and upgrades on Shuswap Avenue. A conceptual alignment of the setback dike is shown in the KWL 2019 Flood Mitigation Plan (attached to this application). 2) The second component is a 477 m long waterside dike on the right bank of Bessette Creek between Quesnel Road and Maple Street: The waterside dike is a narrow dike and will include riprap scour and erosion protection.
