Description	In September 2011, the Hong Kong based China WindPOwer Group Ltd signed an agreement with the Luotian County Government to build and operate the Mout Dabie Wind Farm in Luotian County, Hunan Province. The total investment was RMB 1.8 billiion (US$ 275.08 million). The capacity of the plant was 100MW.Wind surveying was already finished in 2011. It was planned that construction commenced in 2012 and was comleted in 5 month.
