The Health Financing and Management Project seeks to: 1) improve the efficiency and the quality of care in project hospitals; 2) mobilize additional resources; and 3) strengthen Ministry of Health's (MOH's) policy formulation and sector management capacity. There are three project components. The first component, strengthening hospital management and improving service quality, will strengthen hospital strategic planning capacity and introducing organizational and management tools, procedures, and information systems needed for decision-making and resource allocation processes. It will also establish quality control mechanisms, implement staffing norms, and provide training. The second component, improving health sector financing, will develop and introduce a health insurance scheme with mandatory enrollment for public and formal private sector employees, and develop and test financing mechanisms which ensure access to health care for the poor. The third component, strengthening policy and decision-making capacities, will assist MOH to adjust and perform its functions in the context of the Regionalization Law, provide MOH administration with the management and data tools required for policy formulation, and help MOH to implement its sector strategy.
