Description

The present operation was initiated with a view to providing emergency assistance to the Government of Madagascar in the fight against the plague epidemic. Indeed, given the many damages caused by this epidemic, a request for emergency assistance was issued by the Malagasy Government to the African Development Bank Group in order to: (i) finance the logistics necessary to stem the plague epidemic; (ii) strengthen the integrated disease surveillance system; and (iii) vigorous social mobilization action to change the population's behavior towards the plague. The total (short-term) emergency need is estimated at approximately $ 10,452,119 for the procurement and distribution of health products and the implementation of surveillance, prevention, community mobilization and strengthening activities. in additional human resources. The Bank Group's expected contribution for the emergency humanitarian grant is US $ 1,000,000 net of taxes, to be made from the Special Relief Fund (SSF). The Bank Group's intervention will: (i) eradicate the major risk of spreading and sustaining the plague epidemic throughout the country, the consequence of which would be a social, health and economic disaster; (ii) to reduce the incidence and lethality of both bubonic and pulmonary forms of plague; and (iii) strengthen the critical catalytic role of Bank financing to address the scarcity of available resources. The provision of this support will strengthen the country's overall capacity to cope with other epidemic risks, as described in the NPC of major pandemics and epidemics. The operation is based on the following two components: (i) Acquisition and delivery of equipment and medical inputs, enhanced surveillance and community mobilization; and (ii) Emergency Grant Management and Funding Management Audit.
