The program is aligned with the objectives of the World Bank 2017-2021 Country Partnership Framework (CPF, report number114744-MG), and with the Government’s development plan, the Plan Emergence Madagascar (PEM). Overall, the CPF seeks to increase theresilience of the most vulnerable people and to promote inclusive growth, while strengthening national and local institutions toreduce fragility.The proposed operation would involve one IPF component with three subcomponents for: (i) TA1 - Technicalassistance to JIRAMA, (ii) TA2- Technical Assistance to the Road Fund and Road Agency; and (iii) TA3 - Technical Assistance to theMinistry of Finance and Economics (MEF) and the Presidency of Madagascar.Subcomponent 1: Technical assistance to JIRAMA. ProgramImplementation Support for JIRAMA. To support Program implementation TA1 would establish a Project Management Unit (PMU) in JIRAMAto assist with the functions of the PforR Implementing Agency, including operation oversight, financial reporting and reporting onimplementation progress including progress on meeting DLIs. JIRAMA will also be supported in their DLI verification role includingassistance with the appointment of an independent verification agent (IVA). In addition, the TA1 would include JIRAMA capacitybuilding for implementation of measures identified in the Program Action Plan (e.g. strengthening of Safeguards, financialmanagement, procurement capacity). Subcomponent 2: Technical Assistance to the Road Fund and Road Agency. This technicalassistance will support an analysis of the barriers that women face to participate in road maintenance including legalrestrictions, and it will support policy and regulatory reforms to enable women to participate in road maintenance. Subcomponent3: Technical Assistance to the Ministry of Finance and Economics (MEF) and the Presidency of Madagascar. Support for the ProgramSteering Committee under the Secretary General of the Presidency. The Program Steering Committee (PSC), which operates under theSecretary General of the Presidency of Madagascar, is responsible for the coordination of Program implementation activities acrossall results areas and DLIs. The PSC will receive TA support and an operating budget for the recruitment of technical experts andadministrative support in order to bolster its capacity for monitoring and overseeing Program capacities.
