This project is the first phase of a three phases MPA Component 1. Climate resilient multimodal transport investmentsSubcomponent 1.1. Climate resilient upgrading of the RN13 This component will finance works and consulting services to upgrade the RN13 to climate resilient standardsSubcomponent 1.2. Climate resilient upgrading of the TCE railway This component will finance works and consulting services to upgrade/rehabilitate TCE railway line to climate resilient standards, and the construction of the Androndrakely Container TerminalComponent 2. Climate resilient rural infrastructure investments along the economic corridorsSubcomponent 2.1. Climate resilience spot interventions on feeder roads connecting to RN13 and the TCE railway line (works and consulting services to upgrade/rehabilitate about 500 major hydraulic structures to climate standards on feeder roads connected to the RN13 and the TCE railway line).Subcomponent 2.2. Upgrading/rehabilitation of existing logistics facilities (markets and storage facilities etc.) along the RN13 and the TCE railway line, to reduce post-harvest losses.Component 3. Transport infrastructure asset and services management Subcomponent 3.1 - TA and capacity building for road infrastructure management and road safetyThis subcomponent will finance technical assistance for (i) Road Maintenance Fund management (audits, procedures etc.), (ii) preparation of a road maintenance strategy including multi-year maintenance program, (iii) preparation of road tolling and axle load control strategies, and (iv) the operationalization of the road safety strategy. It will also include capacity building (training, workshops etc.) for public and private players/staff of the road subsector.Subcomponent 3.2 - TA and capacity building for the regulation of railway transportThis subcomponent will finance technical assistance for (i) the regulation of road transport services, and (ii) training for public and private players/staff in charge of road transport services.Subcomponent 3.3 - TA and capacity building for the regulation of railway transportThis subcomponent will finance technical assistance for (i) the management of railway transport assets, (ii) the regulation of railway transport services, and (iii) training for public and private players/staff.Subcomponent 3.4 - TA and capacity building for the regulation of maritime transportThis subcomponent will finance technical assistance for (i) the management maritime transport assets, (ii) the regulation of maritime transport services including cabotage, and (iii) training for public and private players/staff.Component 4. Support to project management This component will finance operating costs not financed by the Government, Monitoring and Evaluation activities and capacity building activities for the Project Coordination Unit.Component 5.
