Description
Description | The development objectives of Second Equitable and Resilient Growth Development Policy Operation Project for Madagascar are to: (i) Strengthen fiscal management; and (ii) Improve the business environment, with a focus on telecoms, energy, and mining. The Government of Madagascar’s reform program is anchored in the Strategic Development Plan for Madagascar (PEM) and the General State Policy (PGE). The PEM, the country’s vision for 2040, aims to address long-standing development issues and close the development gap through 13 commitments articulated around three key pillars: social (human development, jobs, equality/gender, sport and culture), growth (energy and water, industrialization, agriculture and food security, modernization), and environment (sustainable natural resource management) and governance as a cross-cutting theme. It targets increased public and private investments and seeks to mitigate climate risks. The key reform areas supported by the Development Policy Operation (DPO) are consistent with the CPF (FY23-27) and draw on lessons from the previous CPF (FY18-22). The DPO complements other World Bank-financed operations and is anchored in recent analytical studies and technical assistance programs. The operation supports several outcome areas of the new corporate score card. The operation supports Maximizing Finance for Development (MFD) and Private Capital Enabling (PCE) reforms. The PAs are aligned with the goals of the Paris Agreement. |
