The provincial administration of South Sulawesi and city administration of Makassar granted a contract to the private investor PT Bosowa Marga Nusantara to build, own, operate and transfer the Makassar Section IV toll road. PT Jalan Tol Seksi Empat was formed as a special purpose vehicle for the project. The BOT contract was signed on May 29, 2006. The toll road was included in tender for investment stage 1. The length of the road was 11.57 km. Makassar (Macassar, Mangkasar), with population of 1.25 million people, was the provincial capital of South Sulawesi, Indonesia, and the largest city on Sulawesi Island. Additional project details were: Length : 11.57 km Design Speed : 80 km/hours Number of Lane : 2 x 3 lane Lane Width : 3 x 3.5 m Outer Shoulder Width : 2.0 m Inner Shoulder Width : 0.5 m Median Width : 3.0 m Right of Way (ROW) : 30.0 m (minimum) Number of Interchange : 1 unit (Kima) Estimated Traffic and Investment Cost Traffic Forecast (2008) : 17,500 vehc./day Investment Cost : US$ 49 Million The toll road was to join the section 1 and 2 of Makassar Toll Road that were already in operation, starting from Tallo Lama Bridge heading to KIMA industrial estate and ending at Mandai towards Hasanuddin Airport. PT Bosowa Marga Nusantara was awarded the project through a competitive tender in which the lowest tariff was the bidding criteria. The number of bidders was unavailable. In April 2007, a loan for IDR 250 billion (US $27.3 million) was secured by PT Jalan Tol Seksi Empat through PT Bank Mega Tbk (Bank Mega) for a period of ten years. Total investment was estimated at US $49 million. It was to be financed 70% through debt and 30% through equity.
