Description

The project included the operation and management of Malawi's rail network and the rail line connecting Malawi to Mozambique's Nacala Port. Malawi Railways consisted of 797-km of track, providing both passenger and freight traffic. The award was approved by the government in June 1999, but the contract was only signed in November 1999; the concessionaire took over the railway operation in December 1999. The contract could be renewable for five additional years. Central East African Railways (Cear)managed the network; this company was a joint venture between the Nacala Corridor Development Company (51%) and the Mozambique Rail Company (49%). The Nacala Corridor Development Company was a consortium of the US companies Railroad Development Corp and Edlows Resources, the portuguese companies Tertir and Somafel and the French companies Cogifer and SAE International. The contract signed with the government did not specify how much should be invested in rehabilitating and maintaining the railway, although it stated the conditions under which the assets must be returned to the government in the end of the concession period.
