Mali - Emergency Economic Recovery Support Programme (EERSP)

The Emergency Economic Recovery Support Programme (EERSP) aims to help the Government to address urgent social and economic needs. In a concerted effort by the international community to restore the government’s legitimacy, foster economic recovery and assist Mali to address the deterioration of the humanitarian situation, the Programme seeks to support the Authorities’ efforts to meet the reconstruction needs caused by the successive crises which have affected the country. In order to restore functioning of the public administration, the Government intends to: (i) make a provision of at least CFAF 7 billion in the 2013 SFL for the rehabilitation of premises of public administration services, based on a preliminary estimation of financial requirements by the Malian Authorities; and (ii) redeploy public sector employees to the country’s liberated northern regions in order to provide essential public services. Following the Programme’s implementation, it is expected that the public administration will function normally and restore government’s legitimacy over the entire national territory, resume budget execution at the deconcentrated level, facilitate the implementation of projects to reconstruct infrastructure destroyed in the North, and reduce the fiduciary risk. The EERSP comprises two main components: (i) restoration of normal functioning of the public administration and rebuilding of the government’s capacities to provide basic social services; and (ii) support for creating conditions required for rapid economic recovery.
