Description

The Structural Adjustment Programme is designed in response to the structural imbalances facing Mali. This situation, which was partly the result of extensive state interventionism, has created companies that enjoy rather excessive protection, to the detriment of the development of private initiative. To redress this situation, the Malian Government implemented, for the period 1990-1992, this programme which aims to restore the internal and external balances of the economy by creating an environment that encourages the development of the private sector and by improving the management of public resources. In quantitative terms, the aim is to achieve an annual increase in real GDP of 4% by 1992, to contain the annual inflation rate, and to reduce the current account deficit in the balance of payments, excluding official transfers to 12.8% of GDP. The main components of the program are: (A) restoration of key macroeconomic and financial balances; (B) creation of an economic environment conducive to private sector development; (C) improvement of public resource management; (D) mitigation of the transitional costs of adjustment by taking into account the social dimensions of adjustment.
