Mali Governance of Mining Sector

The development objective of Governance of Mining Sector Project is to strengthen the capacity of the mining sector to contribute to Mali’s medium-term growth and sustainable development objectives. This project has five components. 1) The first component, Creating conditions for growth and diversification of the mineral sector, aims to build the government’s institutional capacity for sustainable management of the mineral sector. It has the following three subcomponents: (i) Improving geological coverage to support mining growth and diversification; (ii) Updating the policy and regulatory framework in support of mining diversification; and (iii) Strengthening institutional arrangements and capacity for efficient management of the mineral sector. 2) The second component, Strengthening revenue transparency and governance, aims to leverage and complement World Bank-funded and donor-funded governance enhancement projects to improve extractive revenue transparency at the national and local levels, and to build the capacity of local governments to manage revenues from EIs. It has the following two subcomponents: (i) Improving extractive revenue transparency; and (ii) Promoting social accountability and direct citizen engagement. 3) The third component, Maximizing the local development impact of mining, focuses on upstream TA to pilot links between ongoing private and public initiatives with a view to maximize the economic impact of mining and to ensure that benefits are widely shared. It has the following three subcomponents: (i) Promoting responsible development of small-scale and artisanal mining; (ii) Maximizing mining-led local development; and (iii) Economic empowerment of women and youth in mining. 4) The fourth component, Contingency emergency response, aims to provide support for immediate response to an eligible crisis or emergency. 5) The fifth component, Project coordination, aims to strengthen the government’s capacity for coordination and management of the project.
