Mallory Limitada (Mallory) is Brazil’s leading producer of small electric home appliances such as table fans, ceiling fans, vacuum cleaners etc. As part of an overall modernization process, Mallory is expanding its production capacity and diversifying its product lines. This program involves the expansion of an appliance parts manufacturing plant near Sao Paulo, Brazil.2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of information submitted by the project sponsor and the technical appraisal and site review completed by IFC’s Environmental Department staff. The following potential environmental, health and safety impacts of this project were analyzed:· environmental policies;· air emissions;· liquid effluents;· solid waste management;· ambient noise control; and· general employee training, health and safety.Information provided on how these potential impacts would be addressed in the Mallory expansion project is summarized in the paragraphs that follow.3. Mallory has an established leadership structure committed to ensuring continued compliance with national and local environmental, health and safety regulations as well as with World Bank guidelines. The company has appointed a full time professional staff to oversee environmental, health and safety issues.4. Mallory operations do not generate air emissions, as a result the company complies with national and local regulations as well as World Bank guidelines on air emissions.5. Mallory plant operations involve assembly of premolded parts, hence do not produce industrial effluents. However the company has invested in a waste water treatment systems to treat its domestic sewage to comply with local regulations. The systems is undergoing an optimization phase, and effluents are generally in compliance with local regulations; however, the system will ultimately be optimized to comply with World Bank guidelines as part of the project implementation.6. Mallory has implemented an aggressive waste minimization and recycling plan. Its industrial solid waste is reused on site or returned to the supplier for recycling. Domestic waste is collected by a municipal waste service and disposed of at a land fill authorized and designated by the local authorities.7. Mallory operations do not involve equipment that produce high noise levels. Ambient noise levels at the site comply with local regulations and with World Bank guidelines.8. Mallory has a comprehensive occupational health and safety program that includes operational and safety training for all employees. The company monitors employee heath by requiring that employees undergo a periodic medical examination by company appointed physician. Mallory facilities are equipped with fire protection devices, and has selected employees to undergo fire control and community coordination training.9. IFC will ensure ongoing compliance with World Bank environmental, health and safety policies and guidelines during the life of the project by evaluating monitoring reports submitted annually to IFC by Mallory, and by conducting periodic supervision.10. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that Mallory’s proposed project will meet World Bank environmental, health and safety policies and guidelines, and host country requirements.
