Malolos–Clark Railway Project (Tranche 2)

Tranche 2 is aligned with the facility's impact: local, national, and international connectivity improved. It will have the following outcome: transport efficiency and capacity along the Manila-Clark corridor improved.The project will deliver two outputs. Tranche 2 will finance the following outputs:(i)Output 1: New railway line commissioned. Tranche 2 will finance the remaining part of the expenditures for the construction of an elevated double-track railway lines totaling 53.1 km, including the 51.2 km Malolos-Clark-CIA section (Malolos-Clark section), and the 1.9 km Solis-Blumentritt section (Blumentritt extension) linking the project to the existing rail-based public urban transport system in Manila. The Tranche 2 financing includes (a) construction of a depot near CIA for the maintenance of rolling stock and fixed assets, with a training center for railway staff and an operation control center; and (b) seven stations integrating design features that are accessible and safe for the elderly, women, children, and people with disabilities.(ii)Output 2. Institutional capacity strengthened. The tranche will finance the component for the strengthening of DOTr's institutional capacity. The component will (a) start the training program for DOTr staff, of whom 50% are women, in procurement, project and contract management, railway operation, and asset management; (b) establish a system to manage the document and funding flow among all parties involved in project implementation, including technical staff; and (c) fulfill the government's gender and development mandates to ensure the provision of quality railway services to women and marginalized people.
