In November 2006, the Manabi provincial authority signed a 25 year concession contract with the consortium Convial to design, construct, rehabilitate, operate, and administer a 189km highway stretching along the southern beltway of Manabi province. Convial planned to connect and rehabilitate several stretches of road over the next two years and charge tolls upon completion. The Manabi provincial council oversaw a competitive tender in which the following four firms participated: Convial Manabi; Herdoiza Crespo Construcciones y Asociados; Constructora Carlo Poggi Barbieri Y Asociados; and the consortium Promesa de Asociacion Anillo Vial Centro Sur de Manabi. In September 2006, Convial Manabi, comprised of the firms Verdu and Hidalgo and Hidalgo S.A., was awarded the concession and committed US $27 million for the first two year construction phase. The provincial authority of Manabi estimated the total investment requirement for the 25 year contract to exceed US $43 million. To support the project, the Manabi provincial government committed US $17.6 million in 13 bi-annual payments.
