Description

The Operational Input will have three principal objectives: (1) to support the elaboration of a management plan for TNP (59% of budget); (2) to strengthen the capacity of SERNAP to implement the plan (8% of budget); and (3) to support pre-implementation field activities, such as relationship building with local communities via communication programs and technical, agricultural training programs (33% of budget). In addition, the team envisions two strategic, secondary objectives: to strengthen the relationship between the IDB and SERNAP, and to improve the capacity of SERNAP to successfully execute IDB operations. These objectives are strategic in the sense that the IDB currently has at least three other projects in various stages of development within or very close to Tunari National Park or other protected areas under the authority of SERNAP. Sur Lipez Geothermal Project (BO-L1057), currently in due diligence, is located in the Eduardo Avaroa National Andean Fauna Reserve. Santa Bárbara-Rurrenabaque Northern Corridor Highway Improvement (BO-L1011), in execution, involves the construction of a bridge across the Rio Beni and a stretch of road running just outside of Pilón Lajas Indigenous Territory Park and Biosphere Reserve. And an electrical transmission line, in the pre-feasibility stage, would cross Tunari National Park. Throughout the IDB¿s engagement with the Government of Bolivia on the hydroelectric and watershed management projects in Tunari National Park, the Bank has developed strong relationships with the director, technical director, and other senior staff within SERNAP. Successful execution of this OI would cement those relationships, strengthen the trust between the institutions, and familiarize SERNAP¿s technical staff more intimately with the Bank¿s processes ¿ an outcome which would surely facilitate the successful execution of many current and future IDB investments in Bolivia. In short, this OI should solidify SERNAP¿s role as a valuable IDB partner in Bolivia, with clear, positive implications for the development effectiveness of future and current IDB business in the country.
