This report reviews, and evaluates the technical feasibility of irrigation in Sudan, namely as it regards the implementation of the Managil, and Roseires Projects. Regarding the Managil Project, based on the capital cost of construction through stages 1 and 2, and the estimated cost of completion of stages 3 and 4, the direct return on invested capital is at about nine percent, plus a further 3.4 percent from cotton export duty. It is recommended that priority be given to completion of stages 3 and 4, and that the Gezira Board be responsible for technical advice, and supervision of the production of other crops as well as cotton. As for the Roseires Project, it is recommended that sedimentation in particular, be considered, and, that the spillway design, and the proposed provision for future power requires further study. Subject to adequate arrangements regarding the use of the Nile waters, and further sedimentation studies, the project is a sound investment, though should proceed when financial resources become available.
