In a crisis situation that we did not know before, we need a ready-made recipe for the future. The cross-border relationships built for years can break away in no time without tools and put us in passivity and impossibility of joint action. The pandemic, which makes the possibility of free movement impossible, needs appropriate solutions. We believe that situations of this kind will be repeated and that the world of virtual collaboration and joint IT solutions must be implemented and prepared for such a repeated scenario. The implementation of the project on the basis of self-government and cooperation between Goleniów and Greifswald provides a final solution to the problem of remote cooperation. The aim is to limit the pandemic consequences of coronavirus by developing innovative solutions for self-government and, equally importantly, maintaining and developing economic, social and cultural cooperation using IT solutions in partner cities. On the one hand, the pandemic is a threat to cross-border cooperation; on the other hand, we see it as a great opportunity — incentive for what we inevitably expect in the future — to expand the scope of remote work done on international projects has been considered cautiously so far. Although personal contact is indispensable for interpersonal relationships, a part of activities, communication between partners, administrative cooperation through accessible technologies in the field of ICT products is to be set up at a different level. The implemented project in the area of managing one’s own homeland in pandemic time prepares both urban staff and offices for the next crises. The discussions with partners proved that today we lack competences for the necessary remote work during compulsory quarantine. The innovative concept of the project is set by the II. Stage of the introduction of remote work in the administration. After the I. level, with acquired competences, we carry out joint activities, which are considered by us as their practical testing at a local and cross-border level: — during the online conference, we compare types of management in pandemic times as well as the analysis of the effectiveness of decisions taken. We determine 3 levels of cooperation where we gain experience with remote work. The selection of levels is not accidental, it covers the areas that have been successfully developed for years and which will also want to develop in pandemic times: a. Network of cooperation in the education sector — in 2016 a contract was concluded by the cities (international network involving Lund, Osnabrück and Tartu; Target gr.: Urban staff, pupils, teachers). B. Senior Citizens’ Policy (Objective: Urban staff, senior citizens). C. Leisure activities of residents (target size: Urban staff, residents/local population). — 1-3 events with remote work from any area. — Online conference with a summary of activities with a particular focus on applications in the field of remote work and the possibility of their implementation for the management of the home country.with partners proved that it was us
