The project involves a long-stalled international student hostel at Mangalore University that was initiated about a decade ago but remains unfinished due to a lack of funds. The hostel is planned to have around 300 rooms, each with attached washrooms and a kitchen, designed specifically to house international students. So far, the university has spent roughly ₹48 crore (US$5 million) on construction, but only 60– 70% of the work is complete, leaving an estimated ₹25 crore (US$2.7 million) more needed to finish it. Additionally, the university has not yet cleared the contractor’s outstanding bill of about ₹15 crore (US$1.6 million). Because MU lacks the funds to complete and operate the facility and has a relatively small number of international students on campus, it’s now proposing to hand over the remaining construction and future management to a private partner under a public-private partnership (PPP) model — subject to approval by the Karnataka government.
