Description
Description | The objective of the Improved Access to Water Services in Metro Manila Project for Philippines is to increase access to piped water supply services for poor households in Manila, thereby enhancing the welfare of these households. There are four components to the project, the first component being types of connections and services eligible for subsidy payments. Connections eligible for subsidy payments will be only individual household connections in the standard as prescribed in the concession agreements and as amended by the Metropolitan Waterworks and Sewerage System- Regulatory Office (MWSS-RO). The second component is the poverty targeting and community selection. An important feature of the project is that it targets small pockets of households and communities that are located within larger service areas of Manila Water Company (MWC) that are already being served or will be shortly, and that subsidies are targeted to reach households predominantly below the poverty line for the Metro Manila area (National Capital Region, NCR). The third component is the connection payment and subsidy levels. The subsidy rate and payment plan should ensure that total household expenditure on water, including recurrent water bill and contribution to the deposits, is within a range of 5 percent of household income, a threshold broadly viewed as acceptable to international institutions such as the World Health Organization (WHO) and the World Bank. Finally, the fourth component is the tariffs. |
