The Mansions Project is a 251-acre residential development in Liberty Hill consisting of three large housing communities called the Mansions, the Luxe, and the Cottages, with a total of 420 units including duplexes. Developers paid $9.3 million in 2022 to reserve water for the project and an additional $20 million on utility reservation fees, utility buy-in, and construction of public improvements. The project has faced delays due to the city of Liberty Hill denying access to the reserved water and site development permits, leading to a lawsuit filed by the developers against the city. The city has not completed a related wastewater improvement and lift station project due to lack of necessary easements, and has allocated new water capacity to other commercial projects instead of the Mansions Project. The City Council denied unconditional approval of site development permits for the Mansions Project in September 2025 but approved permits for other developments that did not reserve water capacity prior to the Mansions Project.
