Description

Financial closure was initially achieved as follows: 30% in equity from the private sponsors and 70% in debt from Nafin, Atlantico and other financial institutions. This project has been selected to be turned over to the government in 1999: the sponsors difficulties in honoring the project related debt led to the establishment of an agreement in the end of 1997 in which the government will pay the sponsors' debt in exchange for the concession rights (the government will start operating the road in 1999).
