 IFC is considering a proposed loan of up to EUR 12.5 million to the city of Mariupol, Ukraine (“Mariupol” or the “City”) to finance the (i) procurement of about 64 modern large capacity buses and the bus maintenance tools and equipment; (ii) reconstruction of the depot with maintenance and repair workshop and (iii) expansion of the traffic planning and management system of the dispatch center. In parallel, IFC, through its advisory services, will support the City’s efforts to develop a sustainable urban transport system, including fleet planning, urban transport modeling and planning, and E&S risk management. The combination of this proposed investment and comprehensive advisory engagement will build the capacity of the City in terms of project preparation, procurement, institutional and regulatory reform on public transport system, assessment of technological options, efficiency measures to improve financial sustainability and reduce subsidy, transport modeling, and implementation of a traffic management system to optimize routes and bus utilization. Mariupol is a city of regional significance with 450,000 inhabitants and a major port in South-Eastern Ukraine. The City Council will be the borrower and the municipal company Mariupol Tram and Trolleybus Unit (“MTTU”), the City’s public transportation company, will be the implementation agency. MTTU currently operates 49 trolleybuses, 53 buses and 74 trams, many are beyond maximum useful service life. The new bus fleet will be used to replace some old buses and double MTTU bus fleet.
