Description
Description | The proposed MPS project is part of the least-cost plan and is expected to be commissioned in 2030. The proposed project will be structured in the following three components:Component 1: Development of the Pumped Storage Hydropower Plant and 500 kV transmission lines in the Java-Bali System (Indicative estimate: USD 1,051 million – IBRD USD 791 million and PLN USD 260 million). This Component covers the development, construction, and commissioning of the MPS plant. The MPS plant will be the second PS project in Indonesia after the UCPS power plant with an expected total generating capacity of 943 MW, andMW and is located in Cijolang River Basin (a tributary to Citanduy River) in West Java, about 300 km southeast of Jakarta. During off-peak hours, the MPS plant will use electric energy from the grid to pump stored water from the lower reservoir to the upper reservoir. During peak hours, the Project will generate electric energy, to cover the peak demand in the Java-Bali grid system, by conveying the stored water in the upper reservoir to the lower reservoir through hydraulic turbines. The generated power will be evacuated by double circuit 500 kV transmission lines connecting to the existing 500kV transmission grid. The Project will consist of the following main works: (i) An upper Roller-Compacted-Concrete (RCC) gravity dam with a maximum height of 88 m and a 279 m long crest to be constructed on Cimancing River (a tributary to Cijolang River);(ii) A lower concrete faced rockfill dam with a maximum height of 57 m and a 388 m long crest to be constructed on the Citeuteul River (a tributary to Cijolang River);(iii) Waterways connecting the two dams consisting of two intakes, two headrace tunnels each about 726 m long, two restricted orifice surge tanks, two inclined steel-lined penstocks, four short tailrace tunnels and outlet structures;(iv) An underground powerhouse, housing four pump-turbine units – each with a nominal generating capacity of 240 MW. The two reservoirs each create active storages for power production of 4.1 million m3.The Project will also comprise the construction of two double circuit 500 kV transmission lines (approximately 30km in length) to connect the MPS Power Plant to the existing 500kV Java-Bali power system at the existing Tasikmalaya-Rawalo line. Given the critical need for independent construction supervision, this component will also finance the provision of an Independent Construction Supervision Consultant (ICSC) . The An engineering consulting firm will be appointed by PLN, as the Owner’s Engineer, through an international competitive selection process. This component will finance a Project Review Panel (PRP), including Dam Safety experts, that will support PLN in undertaking periodic, comprehensive, and independent reviews of the design, construction, quality, and initial reservoir filling in line with ESF’s Environmental and Social Standard (ESS) 4 annexure on dam safety. The reviews are to assure: (i) safe, economic, and state-of-the-art designs; (ii) efficient, expeditious, and high-quality construction; and (iii) proper provisions for initial filling and long-term operation and maintenance and emergency preparedness. PLN will mobilize the PRP of the UPCS project, which is recommendable as i) it will reduce transaction costs, and ii) will enable to transfer knowledge and apply lessons learnt in the UPCS project. If recommended by the PRP, this component will finance warning systems and instrumentation needed for emergency preparedness to address climate change impacts and extreme weather events. The component will also finance the costs associated with the Project Implementation Unit (PIU) and the tasks necessary for Project implementation, including support on preparation and control of implementation and construction schedule. Component 2: Environmental and Social Impact Management (USD 55 million – IBRD USD 15 million and PLN USD 40 million)Implementation and update of E&S instruments. This component will include implementation and updates of the Environmental and Social Commitment Plan and the various frameworks and plans (collectively ‘instruments’) to be developed to mitigate adverse environmental and social impacts under the project. These instruments will be ESMP, BMP, Dam Safety instruments, Resettlement Policy Framework (RPF) , LMP and SEP. A Process Framework may be required depending on the nature of the impacts on access to forest resources as a result of the project. Updates to instruments will be completed under this Component to respond to the detailed design process.Contractor’s ESMPs (C-ESMPs). Under component 1, the Contractors will be required to develop and implement their own C-ESMPs to address their construction-related ESHS risks in full compliance with the Project’s E&S instruments. PLN and the ICSC financed under component 1, will supervise and monitor the implementation of the C-ESMPs. The ICSC will have a team of E&S experts to carry out this responsibility.Institutional setup, capacity strengthening and management of E&S issues. PLN will establish and maintain an E&S team within the project management office to coordinate, implement and supervise the various environmental and social programs. The team will include experts of required training and professional experiences relevant to the E&S programs. A training program will be developed and implemented under this component to support capacity building of the team. E&S monitoring system. The project management office will establish an internal monitoring system for its regular management of the E&S programs. Additionally, an IESM (Independent Environmental and Social Monitoring (IESM) Consultant and an Environmental and Social Panel (ESP) will be recruited to provide quality control in the implementation of the E&S instruments. The role of the IESM Consultant will be to provide independent monitoring of compliance of the implementation of the E&S obligations in the ESCP and E&S instruments. The IESM consultant will carry out quarterly monitoring missions per its terms of reference and submit its monitoring reports to the project management office and the World Bank. The ESP will review and ensure quality of the implementation of the ESMP, BMP, LMP, RPF, SEP, C-ESMPs, LARAP and the other instruments in accordance with the WB ESF’s requirements, including any updates to any instrument. The same ESP for UCPS project is considered for the proposed Project. Component 3: Capacity Building and Technical Assistance Component (Indicative estimate: USD 20 million- IBRD USD 20 million)This Component will finance technical assistance to strengthen PLN’s capacity in developing hydropower and renewable energy projects, and support project implementation. These activities will be identified during project preparation as needed and will be coordinated with the ongoing and planned activities of the Programmatic Advisory Services and Analytics. Based on PLN needs, these activities may include training on climate change impacts on hydropower and transmission infrastructure, assistance in preparing emergency plans and studies for management of floods and droughts, if needed. This component will also finance consultancy support for PLN to continue the implementation of recommendations identified in the Gender Assessment for MPSP. |
