Description | The project involves the 878 km High Voltage Direct Current (HVDC) Matiari-Lahore transmission line. The capacity is 4000 MW at ±660 kV voltage. The project will have bi-pole HVDC technology, 2 converter stations, one each at Matiari and Lahore, 3 repeater stations and 2 grounding electrode stations. The facility will be used to transmit power generated from Thar coal-based projects and is part of the China-Pakistan Economic Corridor (CPEC)’s portfolio. The project is under Build-Operate-Transfer model and will be transferred to National Transmission & Despatch Company (NTDC) after 25 years, with commercial operations starting in March 2021. The tariff is fixed at 0.7435 Rs./kW/h. The SPV is Pak Matiari-Lahore Transmission Company Ltd (PMLTC) and the sponsor is the China Electric Power Equipment and Technology, a subsidiary of State Grid Corporation of China (SGCC). The project is worth $ 1.658 billion. Debt:equity ratio is 80:20. China Development Bank will offer no more than $ 1.3 billion. CITIC Insurance will provide overseas insurance covering the equity and creditor’s rights for the project. Financial close was announced on 28 February 2019.
