The FC measure Municipal Development Programme is intended to provide stronger performance incentives for municipalities in order to provide adequate basic services for the population in the Palestinian territories. For this purpose, the Palestinian Authority (PA) developed the national municipal development programme Municipal Development Programme in 2009. The second phase of the national Palestinian programme (MDP II) has been under implementation since 2013. MDP II is supported by ten international financing partners, including the FC with the FC measures MDLF IV and the FC measure MDLF V, which is currently being prepared. As part of the FC measure, the 135 city administrations (municipalities) in the Palestinian territories (PG) receive grants for the rehabilitation and construction of new municipal infrastructure, provided they demonstrate minimum standards in municipal financial management. Phases IV and V of the FC measure aim to improve local administrative structures for greater transparency and service provision (goal of the FC measure). This is intended to contribute to improving the living conditions of the population in the PGs and to achieving the goals of the National Development Plan (NDP) 2014-16. The latter include, among other things, the financially stable and efficient provision of basic services for citizens and increased cooperation between municipalities in the provision of services (overarching development policy goal).
