The FC project MDLF VII supports the Palestinian programs for the development of local authorities. The Municipal Development Program (MDP) supports the predominantly urban municipalities and the Local Governance and Services Improvement Program (LGSIP) supports the rural municipalities (village councils) and cross-municipal special purpose associations (joint service councils). Both programs combine the provision of financial resources for investments with incentives for governance reforms and capacity development measures in order to improve the provision of municipal services. The sponsor of the municipal development programs and thus also of the FC project is the Municipal Development and Lending Fund (MDLF). The aim of the FC project is to help the municipalities to act more transparently and to provide appropriate basic services for the population in the Palestinian territories. This is intended to help ensure that the Palestinian institutions and government systems act effectively, responsibly and in an inclusive manner and provide the population with sufficient basic services in terms of quantity and quality. The target group of the funded municipal development programs and thus of the FC project are the citizens of the Palestinian municipalities. The FC contribution of the MDLF VII measure of EUR 18 million is divided into EUR 10 million as additional financing for financing cycle 2 of the MDP II (in addition to the FC measure MDLF V, BMZ No. 2013 65 741, FC contribution EUR 8 million) and EUR 8 million for the LGSIP. The total costs of the municipal development programs are determined by the financing amounts provided by the various donors and the Palestinian Authority. The total costs of the MDP II cycle 2 amount to EUR 53.8 million and the LGSIP are expected to be around EUR 25.5 million.
