MDLF VIII - Municipal Development Programme MDP III Cycle 1

Since 2006, KfW Development Bank has been supporting the national Palestinian municipal development program (MDP) on behalf of the German Federal Government. The MDP is a long-term financing and reform mechanism to promote urban municipalities in the Palestinian territories. It combines the financing of municipal investments with reform incentives for citizen-oriented and transparent governance, as well as measures to strengthen municipal administrations. The aim is to strengthen the institutional capacities of municipalities in the West Bank and Gaza for improved accountability and more sustainable service provision. In addition to the Palestinian Authority, seven donor organizations under the leadership of the World Bank are participating in the joint financing of the third phase (MDP III) of this donor-harmonized program. The financing volume of MDP III in the first financing cycle is around EUR 51 million, with an FC grant of EUR 20 million. The program sponsor is the Municipal Development and Lending Fund (MDLF). The first financing cycle of MDP III is to be implemented in the period 2018 - 2019. The target group is the approximately 3.6 million citizens of all (currently) 144 Palestinian municipalities in the West Bank and Gaza. This corresponds to around 75% of the total population of the West Bank and Gaza.
