The project is a thematic project in the area of municipal development in the Palestinian territories. The overarching module objective of the project is more effective public services by strengthening the institutional capacities of local administrative units in the Palestinian territories. The measures brought together under the thematic project on a criteria-based basis are divided into two areas (i) the MDP IV and (ii) the Area C component. The first sub-measure of the thematic project is the co-financing of a follow-up phase of the national Palestinian municipal development program, Municipal Development Program (MDP). The aim of the MDP is to strengthen the institutional capacities of the municipalities in the West Bank and Gaza for more sustainable service provision with improved accountability. It combines the financing of municipal investments in the Palestinian A and B areas with reform incentives for citizen-oriented and transparent governance as well as measures to strengthen municipal administrations. The second component of the thematic project is intended to co-finance the implementation of infrastructure measures in the C areas based on the EU master plan approach. The project measures based on the master plans are also intended to contribute to improving public services.
