DIGI-METER addresses the urgent need for reliable and inclusive digital skills assessment in European education. While the DigComp 2.2 framework outlines essential digital competences, its practical use in schools and vocational education remains inconsistent and fragmented. DIGI-METER aims to change that by transforming DigComp 2.2 into a measurable, adaptable, and ethically grounded system for assessing digital competence in real-world learning settings. The project will develop AI-powered tools and self-assessment instruments tailored to learners’ needs, co-designed with stakeholders including educators, learners, and policy authorities. These tools will be multilingual, interoperable, and ethically compliant—featuring data protection protocols and explainability aligned with GDPR and the EU’s AI Act. DIGI-METER will focus primarily on secondary and vocational education, with scalability to adult learning. Through pilots in five EU countries, the project will test and validate its tools for usability, reliability, equity, and inclusiveness. The outcome will include a cross-sector DigComp-aligned indicator matrix, open-access digital toolkits, and policy-ready resources for education ministries, curriculum developers, and QA agencies. The project embeds a strong ethics-by-design approach, ensuring fairness, transparency, and user control. It seeks to reduce assessment gaps, support personalized learning, and inform policy through data-driven insights. DIGI-METER will ultimately contribute to building resilient, equitable, and future-ready digital education ecosystems across Europe.
