Description | There is a need to reinforce EU level medical and CBRN stockpiling capacities to be better prepared for future threats. To achieve this goal, Finland proposes establishing medical/CBRN stockpiles in Finland as part of the rescEU reserve. The consortium formed for the development and maintenance of the stockpiles consists of key national authorities related to disaster medicine, CBRN, preparedness and security of supply: Ministry of the Interior, Ministry of Social Affairs and Health, National Emergency Supply Agency (NESA), Finnish Institute for Health and Welfare (THL) and Radiation and Nuclear Safety Authority in Finland (STUK). The consortium members are involved in national stockpiling as well as international material assistance which provides strong expertise and existing cooperation models for the development of an EU level capacity. The proposed medical/CBRN stockpiling capacity consists of medical and medicinal materials for mass casualty events, monitoring systems for RN incidents and antibiotic stockpile. The selected products for the stockpiles are planned to be used by first responders and medical staff in different emergencies. The materials selected are applicable to be used in AMR, CBRN incidents and armed conflicts /terrorist attacks or similar situations with multiple casualties. The innovative approach to the development of capacity includes a modular approach to the stockpiled capacity and innovative packing and logistical solutions that ensure deployment in a variety of conditions and locations. The project is envisioned to start in the beginning of 2024 and implementation is planned to go on until 30 September 2026. The first stockpiled material is planned to be deployable starting from the beginning of 2025. |
