Mersin Water and Sewerage Administration (“MESKI” or the “Company”) is a municipally owned water utility that provides water and waste water services in the city of Mersin (“City”).  The Bank signed a loan agreement with MESKI in 2012 for an amount of EUR 20 million to finance construction of a waste water treatment plant in Mersin (the “Project”) to accommodate the City’s growing population. The construction and operation contract for the Mezitli Waste Water Treatment Plant (“WWTP”) was signed on 16 December 2015, after finalisation of the procurement tender. Currently, the construction works are in progress and the construction is expected to be completed by Q1 2018. The Project will support environmental improvements and continued commercialisation of MESKI. It will also have the potential demonstration effect of a direct loan to a Turkish water utility by an international financial institution without a sovereign guarantee. Performance improvements and further commercialisation of MESKI are expected via the development of Key Performance Indicators which will bring greater transparency on financial management, investment planning, unaccounted-for water, organisational efficiency, and customer relations.
