Methodology for Evaluation, Identification and Implementation of Smart Cities projects in Latin America and the Caribbean

Design, apply a methodology based on indicators for diagnosis, evaluation of cities status in the region, regarding Smart Cities that allows: (i) to know the progress status of cities in the region through quantitative and qualitative values; (ii) to identify in greater depth the main challenges and opportunities; and (iii) to develop implementation plans of Smart Cities components in the region through lending operations. Para el BID, "una Ciudad Inteligente es aquella que coloca a las personas en el centro del desarrollo, incorpora Tecnologías de la Información y Comunicación en la gestión urbana y usa estos elementos como herramientas para estimular la formación de un gobierno eficiente que incluya procesos de planificación colaborativa y participación ciudadana. Al promover un desarrollo integrado y sostenible, las Smart Cities se tornan más innovadoras, competitivas, atractivas y resilientes, mejorando así las vidas" (La Ruta hacia las Smart Cities, Bouskela 2016). Las Smart Cities abarcan los sectores de seguridad, movilidad, medio ambiente, emergencias, gobernanza, salud, educación, participación ciudadana, conectividad de banda ancha, energía, agua, residuos, etc.
