The project involves the development of a Public-Private Partnership (PPP) arrangement for the operations and maintenance (O&M) of the Metro Rail Transit Line 3 (MRT-3) in Metro Manila, Philippines. Under the proposed PPP scheme, a private sector partner will be responsible for managing and maintaining the railway system, including train operations, rolling stock, stations, depots, signaling, telecommunications, power supply, fare collection systems, and other related infrastructure and assets. The project also covers asset lifecycle management and service performance improvements to ensure safer, more reliable, and more efficient rail operations for commuters. While the government will continue to oversee major infrastructure investments and policy regulation, the private concessionaire will focus on delivering high-quality operational and maintenance services under a long-term concession agreement aimed at improving passenger experience, system reliability, and overall transport efficiency along the MRT-3 corridor.
