The Microfinance Project aims at providing increased financial services to the low-income population not served by the traditional banking sector. The first phase of the microfinance program will encourage the government to adopt a policy framework that is appropriate to microfinance institutions (MFIs) and to build the capacity of MFIs in increasing their outreach and sustainability, including their capacity to mobilize financial resources. There are four components in the program: 1) The program will improve legal regulatory and judicial and supervisory framework 2) The program will develop 47 existing Savings and Loan Associations and create 202 new ones, including monitor them closely. 3) The program will develop training program and build capabilities in microfinance. One of the objectives is to develop in Madagascar both a market and a professional expertise in the field of microfinance training, and to build a sustainable training mechanism for those who will manage the financial institutions and those who will supervise them. 4) The program will expand knowledge in microfinance by supporting a number of specific audits and studies.
