Description | The Transport Sector Reform and Rehabilitation Project will strengthen transport sector policy, and management, supporting the liberalization of transport services, and, will reactivate trade, including the promotion of public/private partnerships of primary transport facilities. The components call for: 1) regulatory reform, and private sector development, to develop a domestic private sector, active in the transport sector. Sub-sectors include regulatory framework for civil aviation; port sub-sector reform; commercialization, and liquidation of the Ministry of Public Works' (MOPW) construction units; development of a domestic road transport, and construction industries; and, promote trade, and transport facilitation; 2) restructuring of MOPW, which will include consulting services, technical assistance, and training, to assist with the establishment of transitional arrangements among the decentralized units. A social mitigation program will be financed, to address redundancy quantities, statutory entitlements, and staff reinsertion into the labor market; 3) environmental protection to monitor the sector environmental performance, and, present a national catastrophe prevention, and mitigation program. In addition, both emergency works, and studies will be financed to support coastal protection activities. |
