MH: First ICT Sector Development Operation

This document describes a program comprising a series of three Development Policy Operations to support Information Communication Technologies (ICT) sector reform and development in the Marshall Islands. The objective of this first operation is to support policy development and prepare the foundation for the legal and regulatory reforms needed to support sector liberalization. The overall ICT Sector Development Program ('Program') is expected to increase the availability of telecommunications infrastructure and enable the more widespread application of ICT services supporting improvements in economic and social development. Consistent with this vision, the Program will support policy initiatives focused on the: (a) transition from a monopolistic to a liberalized telecommunications market; (b) reform and restructuring of the majority state-owned incumbent, the National Telecommunications Authority (NTA); and (c) development of a new legal and regulatory framework for telecommunications or ICT and an independent regulatory function.
