The Second Phase of the Mindanao Rural Development Program (APL) - Natural Resource Management (NRM) Project for Philippines aims to: (i) improve livelihood opportunities of targeted communities; and (ii) institutionalize a decentralized system for agriculture and fisheries service delivery that promotes participation, transparency and accountability. There are five components to the project. The first component of the project is participatory NRM planning and policy development. The objective of this component is to promote and institutionalize NRM planning and mainstream it in the local governments' regular policy and program planning and implementation through the strengthening of participatory mechanisms, capacity building, revision and enhancement of existing plans and formal approval of the appropriate ordinances to achieve the integration of NRM concerns. The second component of the project is selective on-the-ground investments on coastal/marine and sustainable land management practices. The objective of this component is to support community efforts in coastal and marine biodiversity conservation as well as sustainable land management through an integrated ecosystems approach. The third component of the project is assistance to the development of Sustainable Income Generating Activities (SIGA). The purpose of this component is to provide alternative livelihoods that relieve pressure on the natural resource-base while also reducing poverty, thereby helping to sustain integrated upland and coastal management that conserve and protect critical ecosystem functions and biodiversity of global significance. The fourth component of the project is strengthening community partnerships in monitoring. This component intends to build and strengthen community-based resources monitoring through stakeholders partnerships and application of appropriate tools and technologies. Activities to be supported include improvement of local rules and ordinances regarding resources use and management, strengthening activities of local monitoring groups and building collaborations with the academe, local enforcement bodies and civil society groups, among others. The fifth component of the project is development and conduct of NRM knowledge management program. The main objective of this component is to enhance the knowledge of all sectors of society at the local as well as regional levels on biodiversity conservation, Sustainable Land Management (SLM) and the integrated management of linked coastal and upland ecosystems.
