Description
Description | The project aims to improve transport services to the Cagayan de Oro-Davao-General Santos corridor (main corridor) and its catchment area. The proposed project scope includes upgrading of select Local Roads (Component 1), and capacity, climate resilience, and road safety enhancement of the Cagayan de Oro-Davao-General Santos Highway Corridor (Component 2). The project will upgrade (road widening and paving) three Local Roads (Link Roads), to National Roads standards and addressing climate and disaster resilience aspects and road safety improvements. In addition, this component will also finance the detailed engineering design and construction supervision consultant services of the civil works. Project activities under Component 2 will improve the road safety features of the existing highway from Cagayan de Oro-Davao-General Santos (428.20 km main corridor), address climate resilience aspects, and rehabilitate damaged sections. This will entail (i) capacity improvements as the main corridor has non-uniform width (ii) strengthening or rehabilitation of several stretches categorized as ‘bad or poor’ as per the Road and Bridges Inventory Application of the Department of Public Works and Highways, (iii) implement road safety improvement interventions based on the 2019 International Road Assessment Program (iRAP) risk assessment, (iv) apply climate resilience interventions as identified during detailed design, and (v) implement performance-based maintenance. The project will finance soft measures such as capacity building and institutional development (Component 3) to enhance stakeholder capacity on road asset management and road safety, and strengthen national and local government coordination and planning arrangements to improve national-local road connectivity in light of the government direction to fully devolve local services. The project will also include project management support (Component 4) to the Department of Public Works and Highways as the implementing agency. The project incorporates a Contingent Emergency Response Component (CERC) to support post-disaster recovery and allow for the rapid reallocation of funding in the event of a natural disaster or crisis that has caused, or is likely to imminently cause, a major adverse economic and/or social impact.Climate resiliency measures will be embedded in all project components to: (i) enhance the quality of the road infrastructure and withstand climate and disaster impacts, and (ii) mainstream it in DPWH road asset management process from planning, design, construction to maintenance. |
